S P I ?i= <br />RE: Speer Mining Resources, File No. M-198 -176 -> o Mining a?6 Saie'yj <br />Operator: Asphalt Specialties Co., Inc., (303)-289-8555 <br />Contact: Rob Laird- Asphalt Specialties Co., Inc., (303)-289-8555 <br />Sec 34, Twp. 1 South, Range 67 West, 6th P.M., Adams County <br />CONDITIONS FOR APPROVAL <br />® The Applicant is requesting to amend the currently approved reclamation plan from <br />"Developed Water Resources (WR)" to a completely backfilled site (to the near original grade) <br />using offsite imported clean fill dirt and other inert materials and a cap of clean fill dirt where <br />required. Until the site will be completely backfilled, the operation will still consume ground <br />water by: ® evaporation, ®reclamation, ® other: dewatering. Therefore, all lagged <br />depletions shall continue to be replaced under a substitute water supply plan ("SWSP") until <br />there is no longer an effect on stream flow. According to the State Engineer's records an <br />SWSP request was submitted on December 13, 2007, however this SWSP was not approved <br />due to the fact that the SWSP submitted was incomplete. Therefore in accordance with the <br />State Engineer's New General Guidelines for Substitute Water Supply Plans for Sand and <br />Gravel Pits the Applicant is required to submit a new SWSP request. In addition, the Applicant <br />obtained well permit no. 61677-F for this site, however this permit does not account for <br />dewatering at the site. This office will amend permit no. 61677-F upon approval of a SWSP to <br />account for the dewatering at the site. <br />COMMENTS: If stormwater runoff is intercepted by this operation and is not diverted or captured in <br />priority, it must be released to the stream system within 72 hours. This may require a discharge <br />permit from CDPHE-WQCD.
