PRIOR TO DISTURBING ANY LANDS IN THE LOWER WILSON AREA, THE <br />COLOWYO COAL COMPANY SHALL PROVIDE THE DIVISION WITH A PERMIT <br />REVISION CONTAINING A MINE PLAN AND A RECLAMATION PLAN AND ANY <br />ADDITIONAL BASELINE MONITORING INFORMATION (SURFACE WATER, GROUND <br />WATER, SOILS, VEGETATION, ETC.) REQUESTED BY THE DIVISION. THE <br />APPROVAL OF PERMIT REVISION 02 IS ONLY AN APPROVAL FOR DISTURBANCE <br />IN THE SOUTH TAYLOR PIT (SOUTH TAYLOR PIT, WEST VALLEY FILL, EAST <br />VALLEY FILL AND ASSOCIATED STRUCTURES). NO DISTURBANCE IS APPROVED <br />FOR THE LOWER WILSON AREA WITH THE APPROVAL OF PERMIT REVISION 02. <br />B. Backfilling and grading cannot begin with multi-seam operations until the <br />lowest seams are mined. Therefore, Backfilling and grading cannot be completed within 180 days <br />of the removal of the uppermost coal seams. In addition, the number of spoil ridges may exceed <br />four at multi-seam operations. Reclamation activities in the East and West Pits will be ongoing <br />during the current permit term. The Division approved two new reclamation schedules for the <br />East and West Pits. The reclamation schedule for the East Pit was approved with Technical <br />Revision 80, approved on 16 June 2009 as shown on on Map 29, Spoil Grading. The <br />reclamation schedule for the West Pit was approved with Technical Revision 79, approved on 22 <br />April 2009 as shown on Map 29, Spoil Grading. <br />In addition, variances from contemporaneous reclamation have been granted to accommodate <br />high-wall mining operations. <br />Based on the nature of the South Taylor Pit, which is a multi-seam operation, backfilling and <br />grading cannot be completed within 180 days of the removal of the uppermost coal seam. The <br />Division has granted Colowyo a variance for contemporaneous reclamation for the South Taylor <br />Pit. Additionally, given the constraints of the pit, the number of coal seams and sub-seams being <br />mined and the topography, no reclamation will be completed in the South Taylor Pit during the <br />current permit term (ending 5 November 2012). The South Taylor Pit reclamation will <br />commence during the following permit term (ending 5 November 2017). The reclamation that is <br />anticipated is to the outslopes and other small areas of the East and West Taylor Fills.All of the <br />overburden and interburden material from the upper seams will be mined using a truck/shovel <br />operation and will be stockpiled in two permanent valley fills (the East Taylor and West Taylor <br />Fills) and two temporary out-of-pit piles (TS West and TS East). During the current and <br />following permit terms approximately 50 million cubic yards will be placed in the two <br />permanent spoil fills and approximately 44 million cubic yards of material will be stockpiled at <br />the two temporary out-of-pit locations. The lower coal seams will be mined using a dragline. <br />The interburden material that is back-cast with the dragline will remain in an ungraded state until <br />the stockpiled spoil is returned to the pit.
