Approximately seven percent of the overburden samples in the Section 11 Pit had suspect SAR <br />values; all of which were placed at the bottom of the pit by the dragline. Only one of 99 samples <br />of regraded spoils has had a suspect SAR value. One sample of regraded spoil is collected for <br />each five acres of reclaimed area. No evidence of toxic effects to vegetation on reclaimed areas <br />has been reported to date on the mine site (review of Annual Reclamation Reports through 2005 <br />report and inspections to date). See Section 6 of Exhibit 6 of the PAP and Annual Reclamation <br />Reports for explanations and additional information. Additionally, drill holes for the South <br />Taylor Pit were analyzed in conjunction with PR-02. Several holes were found with suspect <br />SAR levels in the interburden. These interburdens are well below the surface and will be mined <br />by dragline. As such, these spoil materials will remain buried more than 50 feet by the upper <br />spoil materials that will be hauled back into the pit (from the truck/shovel operation) from <br />temporary overburden stockpiles TS West and TS East. <br />V r...,.,... ,.. _... ,7_,.,. ?.,. a,. VJ.7 <br />Cattle (and wildlife) watering impoundments have been approved on the reclaimed mine area <br />(see Exhibit 7, Hydrology Information, Item 15, Volume 2C of the Permit). Other impoundments <br />within the permit area are the approved sediment ponds (see paragraph D above), water <br />treatment basins, and the Taylor Pump Holding Pond (which existed prior to August 3, 1977). <br />G. Ground and Surface Water Monitoring - Rule 4.05.13 <br />The surface and ground water monitoring plan is found in Section 4.05.13, Volume 12. This is <br />the comprehensive plan for the entire Colowyo mine site. Monitoring includes discharges from <br />sediment ponds that are permitted by the Colorado Discharge Permit System through the Water <br />Quality Control Division; in-stream monitoring and sampling of streams in the permit and <br />adjacent area; and monitoring and sampling of alluvial wells, where appropriate and necessary. <br />1. The applicant will conduct monitoring of ground water in a manner approved by the Division <br />(4.05.13(1)). <br />2. The applicant will conduct monitoring of surface water in a manner approved by the Division <br />(4.05.13(2)). <br />H. Transfer of Wells - Rule 4.05.14 <br />No transfer of wells is proposed. All monitoring wells will be reclaimed prior to bond release. <br />1.
