Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division received Twentymile Coal Company's (TCC) Second Quarter 2009 Coal Waste Pile Inspection <br />Report on July 10, 2009 via e-mail. The report was prepared by North West Colorado Consultants for <br />Twentymile Coal Company. Compaction tests were conducted on April 3, 2009, May 28, and June 30, 2009 <br />at locations 411 through 421, in area 4of the refuse disposal area (RDA). <br />The Engineer visited the site on June 30, 2009. No problems were noted in the engineer's report with regard <br />to the construction, grading, drainage, or operation of the pile. Based upon TCC's reported throughput of coal <br />through the wash plant, the engineer approximated that 247,200 to 278,100 tons of coal refuse was added to <br />the RDA during second quarter 2009. TCC provided Nuclear Density Test results in the report as well. <br />Compaction specifications were achieved for all 11 sample locations. No maps or sketches of the refuse area <br />or compaction test locations were provided with this report. Please submit a sketch or map of the compaction <br />test locations for first and second quarters of 2009. <br />Results of monitoring of 5 piezometers were included in the report. Water levels reported for 4 of the 5 <br />piezometers remain consistent with previously reported trends. The piezometer 5MW has been damaged and <br />no measurement was recorded. TCC needs to repair this piezometer or revise the permit to demonstrate why <br />it no longer requires monitoring. With the proposed expansion of the RDA to the east, continued water <br />elevation data collection at this northern "nose" of the RDA may be valuable to demonstrate continued <br />stability of the pile. Please note that the Engineer's reports states that piezometer 4MW was damaged. This <br />reference should be corrected to 5MW. Wells S, 3MWand 4MW exhibit a general rise in water level. <br />Piezometer 5MW had shown a general decrease in water level prior to this piezometer being damaged.
