Technical Revision No. 64, Increase Height of Coal Refuse Pile No. 4, First Adequacy Review
Dear Mr. Bear:
The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review for
Technical Revision No. 64 (TR-64), submitted by Bowie Resources LLC for the Bowie No. 2 Mine. The
following are the Division's questions and comments:
Geotechnical Review
Page x of Volume IX (the Table of Contents) should be revised to include the Buckhorn Geotech
report dated 18 May 2009.
2. The current version of Volume IX includes a November 2003 certification, signed by J.E. Stover,
which references the Lambert and Associates stability analyses. This item should be updated to
reflect the additional stability analyses conducted by Buckhorn Geotech.
Replacement pages 1 thru 14 of Volume IX were submitted with the application for TR-64. Not
all of these pages have been revised. For clarity, only those pages that are being changed with this
revision should be included.
4. On Page 4, first paragraph, the maximum height for CMWDA-2 is provided. Please include a
description of the maximum height proposed for CMWDA-4.
The last sentence of the second paragraph on Page 4 refers to "the following Lambert &
Associates report." According to page x, Volume IX includes three Lambert reports. Please
specify to which Lambert report is referenced here.
6. The fourth paragraph on Page 4 includes details regarding topsoil and coverfill quantities salvaged
for the CMWDA-2. Please provide similar details for CMWDA-4 in the fifth paragraph.
7. In the first paragraph of Page 13, the reader is referred to the November 2003 Lambert &
Associates study. Please modify this paragraph to reference the "various" geotechnical studies
following the section.
