Surface mining activities at the Salt Canyon Project located 11 miles north of Penrose, CO
on Highway 115.
Dear Mr. Hedrick,
The Colorado Air Pollution Control Division (the Division) has reviewed your above application and Air Pollutant
Emission Notice (APE N). It is determined that the above source is one of the listed sources that is specifically
exempt from permit requirements (per Regulation No. 3, Part B, II.D.1.g.) However,filing of an APEN is required
as the emissions exceed the APEN thresholds.
This exemption from permit requirements is issued in reliance upon the accuracy and completeness of
information supplied by the applicant, and is conditioned upon construction, installation, and operation in
accordance with this information and with representations made by the applicant or applicant's agents.
Specifically, this exemption has been granted provided that the following information is accurate and complete:
Mining activities are less than 70,000 tons per year.
Estimatr:d emissions at the requested mining activity of 70,00u tons per year are:
Particulate Matter - Fugitive: 11.5 tons per year.
PM10 (Particulate Matter less than 10 micrometers): 4.7 tons per year.
This permit exemption is for mining activities only. Process equipment (crushers, screens, etc.) must have
separate permit/s.
It should be noted that although exempted source may not need permits, they still are required to comply with all
applicable standards and regulations of the Colorado Air Quality Control Commission, including:
The particulate emission control measures listed on the attached page (as approved by the Division)
shall be applied to the particulate emission producing sources as required by Regulation No. 1, Section
III.D.1.b.
Records of actual mining activities shall be maintained and made available to the Division for inspection
upon request.
