GCC Rio Grande, Inc. intends to reclaim the mined areas to rangeland as <br />directed by the Colorado State Land Board. Adjoining properties to the north, south <br />and west are also state lands. Ft. Carson Army Base owns the property east of <br />Highway 115. <br />Reclamation will follow the Fremont Soil Conservation District <br />recommendation and approved Technical Revision dated June 9, 1998 consistent <br />with the Western Nutrients' approved 110 permit. <br />Slope construction and final site grading will occur concurrently with mining in <br />a 10 acre rolling fashion commencing in the northwest portion of the southern <br />deposit proceeding to the southeast through the deposit. The same mining <br />technique will be utilized in subsequent deposits to the north. Slopes adjacent to <br />Hwy 115 will blend with natural topography. <br />Reclamation will be consistent with the approved plan and technical revision <br />currently described in M-1997-064, including seed mix and revegetation procedure. <br />Reclamation contours will blend with surrounding natural contours. Final grading will <br />establish surface drainage to the natural drainage ravine to the south. Exploration <br />drilling and subsequent cross sections indicate the sandstone mine floor elevation is <br />at or above the bottom of the natural ravine that traverses the site. In the event the <br />sandstone dips below the ravine bottom, the floor will be rebuilt to an elevation that <br />allows drainage into the ravine. <br />The access road will not be reclaimed at the request of the State Land Board. <br />All other mine related structures will be removed during reclamation including <br />stormwater control structures. <br />Plant Growth Medium Preservation: <br />Throughout the mining area, salvageable surface material will be removed <br />with a bulldozer or scrapper and placed on mined out areas. If a stockpile's life <br />expectancy or bench is greater than one year, it will be seeded with the reclamation <br />seed mix. Slopes on the stockpiles will be 2:1 and seeded by broadcasting. <br />Weed Control Plan <br />Upon commencement of reclamation, the area will be monitored for noxious <br />weeds and implement appropriate methods to manage weed growth. Fremont <br />County Weed Control Program will be contacted for recommendations in the event <br />noxious weeds develop. <br />Reclamation Bond: <br />Reclamation bond for the initial 15 acres will be posted at the time of Division <br />approval. Subsequent bond will be provided as needed. <br />Page 10 of 34
