Rimrock Exploration & Development, Inc.
J-Bird Uranium Mine/ DMO/ EPP Designated Chemical(s) Evaluations
5.0 DESIGNATED CHEMICAL(S) EVALUATIONS
Referencing the definition of "Designated Chemicals" Rule 1.1(13), no "toxic or acidic
chemicals will be used within the permit area for extractive metallurgical processing."
There are no metallurgical processes on this site. Small containers of chemicals may be
used for maintenance of facilities or equipment. Petroleum products will be stored in
volumes greater than 55 gallons, though not exceeding aggregated 1320 gallons.
Applicability of this section is inferred through DRMS Rule 3.1.13. This rule does
indicate a requirement to "Notify the Office of a spill.... including spills of petroleum
products, that occurs within the mined land permit area and would be required to be
reported to any CDPHE, National Response Center, Colorado Emergency Planning
Commission or any local Emergency Planning Commission." A Stormwater
Management Plan (SWMP) has been developed and discusses petroleum products'
storage on-site. Please reference the SWMP for further petroleum product evaluation
information. A Material Safety Data Sheet (MSDS)' for "Designated Chemicals" and
petroleum products will be kept on-site and at local offices.
"Designated Chemicals" stored on-site are expected to be the following:
• 2 x 500 -gallon Above Ground Storage Diesel Fuel Tanks
• 1 x 30 or 55 -gallon drum of Motor Oil
• 1 x 30 or 55 -gallon drum of Hydraulic Fluid
• 1 x 30 or 55 -gallon drum of Transmission Fluid
• 1 x 30 or 55 -gallon drum of Antifreeze
• 5-gallon bucket of Grease
• Individual 0.5 gallon Containers of Cleaning and Maintenance Products
As per Rule 1. 1(1 4)(b) and HB-08-1161, uranium is "a toxic forming material that will be
exposed or disturbed as a result of mining operations." The toxicity potential associated
with the J-Bird mine-related uranium was evaluated with the use of standard analysis
techniques as requested by DRMS. Two samples of J-Bird mine uranium-bearing
materials have been collected and analyzed using Synthetic Precipitate Leachate
Procedures (SPLP). A thorough presentation and analysis of the data is provided in
Section 14; and summarized herein since the uranium element would be considered a
designated chemical. Conclusions were drawn from the deposition materials SPLP
analysis.
9
