Rimrock Exploration & Development, Inc. <br />J-Bird Uranium Mine/ DMO/ EPP Environmental Protection Plan Description <br />1.0 ENVIRONMENTAL PROTECTION PLAN DESCRIPTION <br />This Environmental Protection Plan (EPP) describes how Rimrock Exploration & <br />Development, Inc. (Rimrock), operator of the J-Bird Underground UraniumNanadium <br />Mine (Mine), will assure compliance with provisions of the Colorado Mined Land <br />Reclamation Act (Act) and Hard Rock/Metal Mining Rules and Regulations (Rules). An <br />EPP is required for all Designated Mining Operations (DMO). House Bill HB-08-1161 <br />was signed into law on May 20th, 2008 by the Governor of Colorado defining all <br />Uranium Mines as Designated Mining Operations and is further defined in Section 1. 34- <br />32-103(3.5)(a) as ".. . a mining operation at which: (III) Uranium is developed or <br />extracted, either by in-situ leach mining or by conventional underground or open mining <br />techniques." The activities of the Mine fall within this definition. <br />In June, 2005, previous to the signing of HB-08-1161, Rimrock Exploration & <br />Development Inc. (Rimrock) submitted a Limited Impact Operation 110(2) Reclamation <br />Permit (Permit) to DRMS for development of the Mine as a non-designated mining <br />operation. Rimrock received Permit #M-2005-050 from DRMS on April 19th, 2007. <br />This EPP fulfills the requirement resulting from the new DMO designation of the Mine. <br />It is submitted as a living document. As review continues, revisions will be made per <br />DRMS comments or Rimrock response to clarifications. This allows Rimrock to continue <br />developing the Mine while meeting the statutory requirement. <br />An Emergency Response Plan as required for this EPP and is included as Appendix I to <br />this EPP, Rule 8. Emergency Response Plan (ERP). In addressing Rule 8.3, there are no <br />Designated Chemicals on-site. However, petroleum products will be stored for use of <br />vehicle and equipment maintenance. The handling, storage and management of <br />petroleum product(s) are discussed in detail within the Stormwater Management Plan <br />(SWMP). Rimrock will provide DRMS with the SWMP for use as reference regarding <br />multiple requirements of this EPP. <br />Additionally, appropriate measures recommended by the Colorado Division of Wildlife <br />(DOW) for the protection of wildlife from damage associated with this HB-08-1161 <br />DMO are available in Section 18. <br />1.1 POTENTIAL ADVERSE IMPACT FEATURES <br />As required by 6.4.20(c)(i-vi), surface features were evaluated, to determine potential <br />adverse impacts.
