III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> No problems were observed on the Southeastern portion of the West Ridge non-topsoiled parcel. The <br /> vegetative cover appears somewhat thinner in this upper area, though erosional features were not <br /> observed and few houndstongue rosettes were seen. No Canada thistle patches were observed in this <br /> upper West Ridge area. <br /> Along the slope adjacent to the "string of pearls"rock check dams there was a concentrated patch of <br /> large(3-4 ft. diameter) antelope bitterbrush. Though houndstongue rosettes are present in the reclaimed <br /> parcel, there were not concentrated patches of this weed. Mr. Leach confirmed that weed spraying <br /> conducted around August 9, focused on spot spraying the concentrated weed patches. Overall spraying <br /> of the houndstongue throughout the reclaimed parcel was not conducted. These houndstongue rosettes <br /> are also intermixed with desirable tbrb and shrub species (antelope bitterbrush, cicer milkvetch, alfalfa, <br /> rocky mountain penstemon, Wood's rose, were noted). The previously identified patch of musk thistle <br /> was located. These plants were dry. It was undetermined whether this was a result of herbicide <br /> application or to dry conditions. No musk thistle rosettes were observed in this vicinity. <br /> 5-6 horses were observed grazing in a reclaimed area on the south side of the"string of pearls"drainage <br /> in an area that was not a part of the bond release block. <br /> Based on observations and recommendation of herbicide application by the County Weed Department, <br /> an additional fall (September)herbicide application of the weed patches is advised. Chevron Mining <br /> will need to provide to the Division evidence of weed control measures; time of spraying, chemicals <br /> used, method of application, locations sprayed, and concentration of herbicide. <br /> No other problems were encountered during the inspection. <br /> SL30: Sediment basin-pipes cut& removed..........................................SL30:Sediment basin-pipes cut& removed <br /> 4 of WHITE-File YELLOW-Operator PINK-Specialist <br />
