C2009-087 4 8/28/2009 <br />10) Exhibit 2.05.4-E1 included in the PSCM PAP refers to Maps: Exhibit 1 and Exhibit 2. These maps <br />apparently were not included in Exhibit 2.05.4-E1, or perhaps were renamed. Please, make sure <br />that supporting materials referenced in the PAP or the included exhibits are included as in the <br />PAP. Please provide "Exhibit I" and "Exhibit II" as referenced in PSCM Exhibit 2.05.4-E1. <br />11) Please include the Bond Release Block Map and the seeding chronology map into the PSCM PAP. <br />2.05.6(2): Fish and Wildlife plan: SCCC's Fish and wildlife plan does not directly discuss vegetation as it <br />relates to wildlife. SCCC is proposing to use the same seed mixes that were used for Seneca II <br />reclamation. None of the proposed revegetation species are considered toxic or detrimental to wildlife <br />found within the permit area. <br />2.06.6: As noted previously there are no prime farmlands within the permit area. Only the adequacy <br />item previously requested with regards to Rule 2.04.12 is identified. <br />4.15: Revegetation: SCCC describes proposed revegetation plans, maintenance and reclamation success <br />standards in PAP section 2.05.4. Adequacy questions for this section have been included in the previous <br />vegetation sections (2.04.10 and 2.05.4(2)(c), (d), (e)). <br />2.05.4(2)(b) Reclamation Cost Estimate: <br />SCCC did not include a reclamation cost estimate (RCE) in the PSCM. SCCC provided an inventory <br />of structures in Exhibit 2.05-35, as well as reclamation plans for proposed disturbance areas. The <br />Division is evaluating reclamation costs. SCCC has informed the Division that there will be <br />changes to the location of the facilities. This will effect haul distances and facilities construction. <br />The Division is currently calculating reclamation costs based upon the information provided in <br />the initial PAP submittal.
