III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining, and <br /> Safety. Graham Roberts of Trapper Mining Inc. (TMI), accompanied the inspection and represented the <br /> operator. The mine is an active surface mine with three active pits; Z pit, F pit, and D pit. Both Z pit an F pit <br /> are approaching their final cuts. TMI is in the process of permitting mining of the K pit and construction of an <br /> excess spoil fill in the upper portions of Horse Gulch. The weather was warm and clear in the morning. <br /> Clouding up in the afternoon with virga visible at the upper ridgeline as the afternoon progressed. Mine site is <br /> dry and only received .02 inches of precipitation the preceding day from isolated showers. <br /> Roads: Haul roads were dry during the inspection but the LOM Haul road was being watered with a water truck <br /> from the warehouse to the north end of F pit at the time of the inspection. Fugitive dust off the roads was not <br /> observed during the inspection. The haulroad along the west side of the slide has been repaired and is being <br /> utilized in the topsoil stripping operation. <br /> Topsoil: The operator was in the process of stripping Topsoil from the southern end of the slide area. This soil <br /> was being hauled by truck from the slide area to the northwest side of F pit. The topsoil will be redistributed on <br /> regarded slopes from this point. Not all of the topsoil on the slide is recoverable. Some portions of the slide <br /> block had mixing of the topsoil resource and underlying material. TMI is only salvaging the topsoil that <br /> remains uncontaminated by large rocks or heavy subsoil. TMI is awaiting approval of a TR that is currently <br /> under review by the Division, to initiate additional topsoil stripping in the bottom of Horse gulch drainage. <br /> TMI has previously stripped the southern end of Horse gulch drainage to start construction of a Spoil fill <br /> underdrain. <br /> Topsoil stockpiles have appropriate topsoil markers clearly visible. .The topsoil stock pile marker consists of a <br /> post topped with white PVC with a large black "T"painted on it. <br /> Explosives: A parting blast was detonated at the southern end of F pit around Ipm. Blast warnings and radio <br /> warnings were conducted in accordance with the permitted blasting procedures prior to and following the blast. <br /> Back fill & Grading: TMI had constructed a"finger drain" as a portion of the Horse gulch spoil fill underdrain. <br /> A dozer was in the process of covering this "finger drain"with spoil material and burying it. The west side of F <br /> pit spoils had been pushed down and will be graded to final contours prior to topsoil placement. <br /> Excess spoil: As mentioned in prior paragraphs of this report, TMI has started preparation work for the Horse <br /> Gulch spoil fill. Topsoil stripping in order to construct the underdrain trench and place rock for the trench has <br /> begun. Covering of the underdrain "finger drain" was underway.
