Box 7650
Colorado Springs, CO 80933-7650
Re: Heit Sand and Gravel Mine ,,Substitute Water Supply Plan (WDID: 0202598)
DMG File No. M-03-016
Section 13, T2N, R67W, 6th P.M.
Water Division 1, Water District 2, Weld County
Approval Period: September 1, 2009 through August 31, 2010
Contact phone number for Mr. Joe Kraig: 719-599-8100 v?q'if r
Dear Mr.Kraig: AUG 2 5 2009
Division of Recianiatiort,
We have received your letter dated August 7, 2009 requesting renewal vb3efety
referenced substitute water supply plan ("SWSP") to cover depletions caused by an existing gravel
mining operation operated by SW Chambers, LLC ("Applicant"). The Applicant shall be
responsible for compliance with this plan, but the State Engineer's Office may also pursue the
landowner for eventual compliance. The required fee of $257.00 for this substitute supply plan
has been submitted (receipt no. 3642143). The supply plan was most recently approved on
September 30, 2008.
Plan Operation
According to previous information received in this office, a slurry wall was constructed
around the perimeter of the site to hydraulically disconnect the Heit Sand and Gravel Mine
(WDID: 0203038) from the surrounding ground water system. Upon completion of the slurry
wall, site dewatering was initiated and dry mining began in May 2008. In accordance with the
State Engineer Guidelines for Lining Criteria for Gravel Pit the lining of the Heit Sand and Gravel
Mine was approved by the Division Office on June 24, 2009. For purposes of this SWSP it is
conservatively assumed that exposed ground water remains within the lined area. Therefore,
depletions accruing to the South Platte River will include evaporation from the exposed ground
water within the lined area. If an SWSP is requested for 2010 the Applicant shall provide
information if the water is removed from within the lined area and returned to the stream through
surface flow or ground water recharge and provide an update with the total acreage of the
remaining water within the lined area.
This plan seeks to replace depletions resulting from the evaporative losses, water lost
with the mined product and dust control. Note, that according to the new "General Guidelines for
Substitute water Supply Plans for Sand and Gravel Pits" gravel pit that are lined in accordance
with the State Engineers Lining Criteria (lining is approved by the Division Office), the applicant
must provide replacement for all native ground water remaining within the lined area except for
1P
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303-866-35810 Fax: 303-866-3589
www.watenstate.co.us
