Clark
WBishop-Brogden Associates, Inc.
333 West Hampden Avenue, Suite 1050
Englewood, CO 80110
Re: Substitute Water Supply flan, romley Lakes Pit (DRMS-M-87-049)(WDID 0203661)
Sections 12, Township 1 South, Range 67 West, 6th P.M.
Water Division 1, Water District 2, Adams County
Approval Period: August 1, 2009 through July 31, 2010
Contact phone number for Mr. Clark: 303-806-8952 1166 2 5 ?'AN
Dear Mr. Clark: oivision at Mining and Safety
We have received your request of July 1, 2009 requesting renewal of the above referenced substitute
water supply plan ("SWSP") to cover depletions caused by an existing gravel mining operation operated by
Ready Mixed Concrete Company ("Ready Mixed" or Applicant'). The required fee of $257.00 for this
substitute supply plan has been submitted (receipt no. 3641463). The supply plan was most recently
approved on August 29, 2007.
SWSP Operation
The Bromley Lakes Pit is approximately a 140-acre pit located between the South Platte River
and the City of Brighton, consisting of Cells 2 and 3 which are owned by the City of Brighton and are
being mined for the completion of water storage. Cell 1 now known as Kenneth Mitchell Lake has
been lined and the liner was approved in April 2007. The City of Brighton obtained a storage water
right in the Ken Mitchell Lakes (which includes Cell 1, 2 and 3) in case no. 1998CW018 (2006CW222).
The City of Brighton is now responsible for any water depletions at Cell 1. Ready Mixed is storing their
excess Fulton Ditch water in Kenneth Mitchell Lake for replacing winter depletions at Bromley Lakes,
North Tower Pit and the Ready Mixed Pit No.1 sites.
This plan seeks to replace depletions resulting from the evaporative losses and dust control at
the Bromley Lakes sand and gravel mine. The proposed replacement sources are consumptive use
credits from Fulton Ditch shares owned by the Applicant and water stored in the Kenneth Mitchell Lake
(formerly Cell 1 of the Bromley Lakes Pit) and a lease from the City of Brighton will make replacement
during March and April 2010.
Depletions
The total exposed surface area at the Bromley Lakes pit is 44 acres within Cell 2 and 3. Ready
Mixed stopped dewatering Cell 3 in July 2008 thus no dewatering is provided or sought under this
SWSP. Consumptive use of water at the property for the plan period consists of 117.3 acre-feet of net
evaporation from an exposed water surface area of 44 acres and 2 acre-feet of water used for dust
control, totaling 119.3 acre-feet (Table 1A, Column 8).
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303-866-3581 • Fax: 303-866-3589
www.water.state.co.us
