E. Ground and Surface Water Monitoring <br />1. The applicant will conduct monitoring of ground water in a manner approved <br />by the Division (4.05.13(1)). The ground water monitoring plan is as follows: <br />a. WFC maintains and operates a ground water monitoring network at the <br />New Horizon 2 mining areas that currently consists of 12 monitor wells. <br />Each monitor well is measured for static water level on a monthly basis. <br />In order to obtain specific baseline water level information at New <br />Horizon 2, a total of 22 monitor wells were drilled and completed. In June <br />of 1986,16 monitor wells (GW-N13, GW-N14, GW-N15, GW-N16, GW- <br />N16P1, GW-N17, GW-N17P1, GW-N18, GW-N18P1, GW-N19, GW- <br />1-42V, G VV -1-421, G VV-N22, G VV -1-423, G VV -1-424 and G VV --425) were <br />installed. During August and September of 1987, six additional <br />monitoring wells were installed, (GW-N29, GW-N30, GW-N31, GW- <br />N32, GW-N33 and GW-N34). Measurements for static water levels began <br />at these wells immediately after they were completed and developed. All <br />of the water level data are presented in tabular and graphic form in <br />Appendix D of Attachment 2.04.7-1 Hydrological Monitoring Plan. Five <br />more wells (GW-N36, GW-N37, GW-N38, GW-N39 and GW-N40) were <br />added in May 1993. The first three wells were drilled in the north-east <br />corner of the permit area. The last two wells were drilled along the <br />Calamity Draw. <br />During November 1998, six (6) new ground water monitoring holes were <br />installed to collect baseline data. Three of these (GW-N41, GW-N42, and <br />GW-N43) were located in an up dip area while the other three (GW-N44, <br />GW-N45 and GW-N46) were located in a down dip area of the revised <br />permit area. The three holes at each site will monitor overburden, coal <br />zone, and underburden respectively. Baseline data collected between <br />October 1988 and September 1999 are given in Attachment 2.04.7-2. <br />During March 1999, two underburden monitoring holes, GW-N 13 and <br />GW-N19 were plugged and abandoned. Pursuant to the Phase III bond <br />release in December, 2002, the following ground water monitoring wells <br />were plugged and abandoned: GW-N1, GW-N10, GW-Nll, GW-N24, <br />GW-N25, GW-N26, GW-N28, GW-N4, and GW-N4R. Monitoring wells <br />GW-N8, GW-N9, and GW-N27 are being left open but will not be <br />monitored until the Division requests. Well GW-N12 was transferred to <br />Montrose County. <br />Surface and ground water monitoring station locations are shown on map <br />2.04.7-1-A in the permit. <br />26
