Mr. Michael Boulay
August 13, 2009
Page 2
SCC - Discharge point 015 is shown on the 2008 AHR Monitoring Location Map.
It is located in the NE quarter of Section 11, T11S, R98W and is symbolized as
an inactive NPDES Discharge Monitoring Point. Our maps should be identical,
so please let me know if you have trouble locating it on your map.
Discharge point 016 is described in the AHR as replacing discharge points
001 and 002. In the permit document 001 and 002 are described as backup
outfalls. It is clearly stated in the AHR that these outfalls no longer
discharge but the Hydrologic Monitoring Map shows these as active
discharge points. Please clarify whether or not these are active or inactive
discharge monitoring points and modify the AHR text and the Monitoring
Location Map accordingly.
SCC - Outfalls 001 and 002 have been considered backup discharge points
since outfall 016 became active. In May of 2008 Snowcap submitted it's renewal
Coal Mine Discharge application to the Colorado Department of Public Health &
Environment (CDPHE). This submittal shows that outfall 001 has been
reclaimed with the backfilling of the South Mine's portal during the 1St quarter of
2008 and should be considered inactive. Upon approval of the application by
CDPHE, Snowcap will submit a revision application to DRMS indicating outfall
001's change in status. Outfall 002 shall remain an active backup for outfall 016.
Please contact me if you should have any questions.
Sincerely,
v._ ,
U
Tony K.
