Box 591 <br />5174 Highway 133 <br />Somerset, CO 81434 <br />(9.70)929-5015 <br />Fax (970) 929-5595 <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C-1980-007; Technical Revision No. 118, <br />Coal Preparation Plant and Coal Handling Facilities <br />Dear Mr. Kaldenbach: <br />Mountain Coal Company (MCC) submits the attached information for Technical Revision No. 118 to Mining <br />and Reclamation Permit No. C-1980-007 to construct a coal preparation plant ("the plant") and associated coal <br />handling facilities. Geological conditions in the E-Seam reserves of the West Elk Mine have proven to be more <br />variable than anticipated. Seam thickness deviation and sandstone intrusions into the coal seam have caused <br />higher than expected levels of ash in the run-of-mine coal. As a result, MCC proposes to construct a coal <br />preparation plant and associated coal handling facilities to reduce the ash levels and increase the heat content of <br />its sales product in order to meet its current coal supply obligations on a consistent basis. <br />The coal preparation plant and associated coal handling facilities will be constructed entirely within the existing <br />disturbed area of the West Elk Mine site, located on MCC property. As you know, MCC currently trucks a <br />portion of its run-of-mine coal to the Bowie Resources facility for processing in their washplant. The resulting <br />coal refuse material is trucked back to the mine site for disposal in MCC's existing RPE coal refuse pile. Upon <br />commencement of operations of the plant, MCC anticipates that this truck traffic will be eliminated. <br />Attached are the completed revision form, proposed public notice, revised permit pages and table of contents <br />and new Exhibit 81 that provides more detailed information on the plant and coal handling facilities.
