2.05.6 Mitigation of the Impacts of Mining Operations <br />(1) Air Pollution Control Plan <br />(1)(a) All permit applications for new operations shall contain a copy of the <br />application for an emission permit and shall be updated accordingly as initial <br />or final decisions are rendered. <br />A copy of the emission permits are presented in Volume III, Exhibit 10, Air <br />Pollution Emission Permits. The emission permits are actually referred to as <br />construction permits. <br />(1)(b) Other than the above referenced air emission permits, no other permit <br />applications are known to be necessaryto complywith other applicable State <br />or Federal air quality laws or regulations. <br />The following control measures will be followed to assure Gob Pile No. 3 does not <br />impact the quality of water in the Fire Mountain Canal. <br />1. Adequate soil moisture will be maintained in topsoil and overburden to <br />control emissions during removal. Watering will be implemented if necessary. <br />2. Topsoil and overburden stockpiles will be compacted and revegetated within <br />one year. <br />3. Emissions from material handling (i.e. removal, loading, and hauling) will be <br />controlled by watering at all times unless natural moisture is sufficient to <br />control emissions. <br />4. Vehicle speed on unpaved roads and disturbed areas will not exceed a <br />maximum of 30 m.p.h. Speed limit signs will be posted. <br />5. Vehicle speed on haul roads and service roads will be restricted to 30 miles <br />per hour. Speed limit signs will be posted. <br />6. Reclamation works and sequential extraction of material shall be initiated to <br />keep the total disturbed areas at any one time to a minimum. <br />7.
