111. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />The inspection proceeded to the spring-fed stock pond P-5, which is located about 4,000 feet north of <br />stock pond P-2. Stock pond P-5 is north of longwall panel B-7 and is situated over the B-seam mains. <br />It is also located over the west side of D-seam longwall panel D-6, which was longwall mined in <br />October of 2002. All three springs were seeping or flowing into stock pond P-5. The total subsidence <br />in this location was about one foot. Presumably, the subsidence was due to the original mining of the <br />D-seam in 2002 and not from the development mining over the B-seam mains. There was no <br />indication of any problems from subsidence. The stock pond was nearly full of water and showed no <br />signs of leakage. The vegetation was dense so no cracks could be observed in any rock outcrops. No <br />subsidence cracks were seen in the dirt road as well. <br />Seismic Monitoring Program Inspection <br />The seismic monitoring program at the Bowie No. 2 Mine was initiated to ensure that subsidence <br />generated seismic waves do not damage the Bruce Park Dam and Terror Creek Reservoir. The <br />inspection of the seismic monitoring network began in the BRL mine office where the results of the <br />seismic monitoring network were viewed over the internet. Seismic events recorded at several seismic <br />stations installed at the Bowie No. 2 Mine are automatically transmitted to a central processing <br />location and put onto the internet site. The internet site displays the location and magnitude of recent <br />seismic events in the area. There is also an automated e-mail alert system if a threshold level is <br />exceeded. The alert will initiate a field inspection of the Bruce Park Dam and the adjacent landslide. <br />BRL submits quarterly seismic monitoring reports to the Division. <br />BRL has installed several inclinometers on the landslide that is located adjacent to the south side of <br />the Bruce Park Dam embankment. The inclinometers are tied to a solar powered transmitting station <br />above the landslide and provide real time monitoring and automatic notification by e-mail if a threshold <br />in movement is exceeded. <br />There are five equally spaced survey markers on the embankment of the Bruce Park Dam. The survey <br />markers are used to detect any settlement of the embankment. The survey markers are not meant to <br />measure subsidence since there will be no subsidence in this general area. <br />kle <br />llv '? .?rK :? r <br /> <br />STOCK POND P-2 <br />STOCK POND P-5
