EXHIBIT D MINING PLAN (CONT.) <br />5 to 15 inches deep. According to the NRCS report, has a high <br />permeability and the available water capacity is high. It falls <br />in the capability subclass VIe nonirrigated and ecological site <br />classification is Dry Mountain Loam. <br />Unit 93, Youga loam - 2 to 6% Slopes; is a very dark grayish <br />brown loam very deep to deep soil that is well drained. It <br />covers approximately 66.30 acres ± or 70.90 of the permitted <br />area. This soil is described as varying from 0 to 14 inches <br />deep. It falls in the capability subclass IIIe nonirrigated and <br />ecological site classification is Mountain Loam. <br />Based on the soils report and on site observations there are <br />sufficient quantities of soil available to reclaim the disturbed <br />lands to their present condition. The soils in this area may <br />not be of the highest quality, but when salvaged and replaced <br />should be capable of growing vegetation consistent with what is <br />there now. The average depth of topsoil on the site according to <br />the NRCS report is 0 to 15 inches deep. Using 7.5 inches as the <br />average we calculate there should be 90,460 YD3 of growth medium <br />available for resoiling the disturbed area. In addition, there <br />is from 0 to 8 feet of overburden on most of the site. Much of <br />this overburden will be retained and used to rebuild slopes or <br />create root zone under the seedbed. If needed it could be <br />transformed into growth medium to supplement topsoil needs. Be <br />assured we will retain enough growth medium on the site to assure <br />reclamation and revegetation is successful. The topsoil and <br />overburden stockpiles will be located around the excavation, as <br />shown on the MINING PLAN MAP, to reduce the haul distances when <br />reclamation starts. If the soil stockpiles remain undisturbed <br />for more than one year a cover crop of Crested Wheatgrass at a <br />rate of 2# pls/100 sq-ft will be planted on them. <br />MINING PLAN <br />Of the 92.76 acres ± in the permit area a maximum of 85.78 <br />acres ± will be disturbed by the mining operation. Presented in <br />this mining plan are detail plans for developing the mine with 2 <br />options. The first will be to create slopes around the site as <br />shown on the maps. The second would be to mine thru the property <br />line on the west side to join the floor with of this mine to the <br />neighboring mine. The methods discussed below will fit each <br />option unless other wise stated. Please use MAP EXHIBIT C-1 - MINING <br />PLAN during review of the following text for the areas discussed. <br />The inset on this map shows how the west side looks if option #2 <br />is exercised. <br />Mining will begin by constructing the access road across the <br />site, from the southeast corner to the Shop Area on the northern <br />end of the site. Approximately 5 acres will be stripped and <br />leveled to create a site for the initial plant site. This will <br />be done by creating a level area higher then the bottom of the E- <br />W drainage that bisects the property. We will move material from <br />the south hillside into the N-S draw to create the level area. <br />This will create a level area below the surrounding land to limit <br />visibility from surrounding properties.
