EXHIBIT D <br />MINING PLAN AND TIMETABLE <br />LOCATION <br />This is an open pit mine located 3.5 miles south of Parshall <br />Colorado, on Grand County Road 3. To reach the mine from HWY 40 <br />at Parshall, take County Road 3, that lies east of Parshall, <br />south for 2.0 miles to the intersection of CR 3 and CR 340, bare <br />right and continue on CR 3 for another 1.9 miles to CR 342 on <br />your left. Take County road 342 east for approximately 0.4 mile <br />to the log gate. The coordinates of the entrance are <br />40°0' 13.84", -106010121.16". Please refer to EXHIBIT B -VICINITY MAP <br />for the property configuration and the relationships to surround- <br />ing geological features. The area to be mined lies north and <br />west of this point. The surrounding area has historically been <br />used as rangeland, and mining. This site lies on a large terrace <br />of gravel that extends from the Colorado River up the Williams <br />Fork Valley. This site will become one of the numerous mines <br />operated by Grand County to provide gravel for road construction <br />in the county. <br />CURRENT CONDITIONS <br />The area to be mined was chosen because of the quality of <br />the material available and its low wildlife and agricultural <br />value. There are no trees, surface water or structures on the <br />site. Limited grazing has taken place on this site in the past <br />because the soil types and lack of water limit the growth poten- <br />tial of the grasses on the area. <br />MAP EXHIBIT C, shows the outline of the Affected Lands/permit <br />area, the touching landowners within 200 foot of the facility, <br />current topography, hydrologic and surface features of the <br />property. The site is bisected by a deep draw running east/west <br />across the site approximately 2/3 of the way north of the south <br />permit line. This draw starts to the east near County Road 340 <br />and ends at County Road 3. <br />Access to the site is via an existing County Road running <br />along the south side of the mine. A mine access road will be <br />constructed from the southeast corner of the mine to the initial <br />mining area when operations begin. This approximate location.of <br />this road is shown on MAP EXHIBIT C . As mining progresses the final <br />property access will me moved to the southwest corner as shown on <br />MAP EXHIBIT F. The road will be constructed of gravel with graded <br />runoff ditches on each site. We estimate it will be 40 feet wide <br />with a slight crown to allow for drainage. Any runoff from the <br />road will be retained on site and allowed to soak into the ground <br />or evaporate. The road will be maintained as needed. The road <br />will remain when reclamation ends as it will be used to access <br />the shop and equipment repair area. A maintenance building may <br />be built in the southeast corner of the permit area near inter- <br />section of the access road & county road 342, to service county <br />equipment.
