JSC, INC.
P.O. Box 1153
Meeker, CO 81641
Phone (970) 878-5292 Fax (970) 979-5392
August 3, 2009
Travis Marshall
Environmental Protection Specialist
Division of Reclamation, Mining and Safety - Grand Junction Field Office
101 S. 3rd St. STE: 301
Grand Junction, CO 81501
Travis,
I am writing in response to your comments concerning the Urie Gravel Pit in Rangely, CO dated July 31,
2009. Please see below for details on your individual comments/questions. Thank you for your effort in
this matter.
1. Mine plan states "No overburden or topsoil will be stockpiled along the river banks".
Please clarify the source of material for the proposed earthen sound barriers located along
the river and the northeast of the permit area. Also please state what reclamation methods
will be used to reclaim the sound barriers.
Response: As a condition of the Rio Blanco County Special Use Permit, Urie Rock Company is
required to construct an earthen sound barrier along the Easterly and Southerly portions of the
gravel pit. To comply with this condition, overburden will now be stockpiled along the Easterly
and Southerly portion of the gravel pit; this statement supersedes the previous statement in the
Mining Plan that no overburden would be stockpiled along the river. The overburden used to
construct these barriers will later be used to reclaim mining Phase III; the barrier areas will then
be reclaimed and revegetated per NRCS and DRMS recommendations.
2. Please state the total proposed surface area of the reclaimed pond and water depth. Also
clarify, in acres, the total area to be revegetated per phase.
Response: The remaining pond will be +/- 14 acres (surface area). The maximum pond depth
will be +/- 18 feet, with side slopes of 3:1. All areas of the former pit that will be less than 5 ft
underwater will be revegetated - we expect this will be approximately 2 acres per phase. This
area of revegetation is in addition to the disturbed areas outside the pit, which will be revegetated
after all mining is completed.
