Construction <br />The total disturbed area of the coal mine waste disposal area is approximately <br />25 acres, including the required, stockpiles and sedimentation controls. The <br />capacity of the refuse disposal site is approximately 650,000 cubic yards. The <br />pile should have a life of two to five years based on average coal mine waste <br />generated from the preparation plant and the projected underground mining <br />conditions. The maximum height between the toe of the proposed fill and its <br />ultimate top is approximately sixty-five feet. <br />The first task of the construction of the coal mine waste disposal area will be the <br />modification of the sedimentation Pond J and the construction of collection and <br />diversion ditches. The second task will be the stripping of topsoil, removal of all <br />organic material and salvaging cover material. The third task will be the <br />installation the rock under-drain. <br />Approximately 2.4 feet of topsoil is available for salvage from the area to be <br />disturbed by the coal mine refuse disposal area and associated facilities. <br />Approximately 1.6 feet of cover material will be salvaged from the coal mine <br />waste bank founding. There will be four feet of material available to cover the <br />pile (1.6 feet of cover and 2.4 feet of topsoil). <br />The soil material exposed in the clearing and grubbing operations will be <br />compacted prior to material being placed. <br />The definition of a road under Rule 1.04 does not include routes of travel within <br />or adjacent to the immediate mining pit area or within spoil or coal mine waste <br />disposal areas. Therefore, no designed roads are required since the coal mine <br />waste will be conveyed to the disposal area. <br />• TR-45 <br />-4- <br />10/06 <br />
