was approved on 14 December 1992. On 22 December 1992, the permit was transferred
to Honeywood Coal Company.
Mining operations began in March 1992, and ceased in July 1993 when the coal supply
contract with the power plant located at Nucla was not renewed. Backfill, grading, and
redistribution of topsoil was completed in 1993. Seeding was also accomplished in 1993
for the 90 acres that had been reclaimed. The entire reclaimed area was reseeded in 1995,
and a third seeding (of 80 acres) occurred in 1998.
An application for renewal of the Hamilton Mine permit was submitted by Honeywood
Coal Company on 06 June 1996. A Proposed Decision and Findings of Compliance for
Permit Renewal No. 1 (RN-01) was written by the Division on 10 February 1997. The
permit area at that time was 1197 acres.
On 14 June 2001, the Division received Honeywood Coal Company's application for
renewal of the permit. The Division issued its Proposed Decision and Findings of
Compliance for RN-02 on 27 February 2002.
Honeywood Coal Company submitted an application for a third renewal of the Hamilton
Mine five-year permit (RN-03) on 03 July 2006. The Proposed Decision and Findings of
Compliance for RN-03 were issued by the Division on 13 March 2007.
There have been no notices of violations issued against Permit C-1991-078 since Permit
Renewal No. 3 (RN-03).
This Midterm Review is due on 10 August 2009.
SECTION II - REVISIONS TO THE PERMIT
The following is a summary of the revisions to the permit since the Permit Renewal No. 3
Findings Document dated 13 March 2007.
Minor Revision No. 9 (MR-09) - Update of Emission and Discharge Permits
This revision updated Exhibit 11 of the permit with a letter of cancellation (dated
June 1995) for Emission permit 91M0153F from the Air Pollution Control
Division; and Exhibit 13 with the current discharge permit issued by the Water
Quality Control District (No. COG-850024). The revision was approved on 06
August 2008. No adjustment to the bond was required.
SECTION III - STATUS OF STIPULATIONS
According to the Division's records in the permitting database, there have been no
stipulations attached to Permit No. C-1991-078.
