STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
August 6, 2009
Mr. William A. Bear
Bowie Resources LLC
P.O. Box 483
Paonia, Colorado 81428
RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC
Minor Revision No. 108, Hubbard Creek Shaft Nitrogen Generation, Adequacy Review
Dear Mr. Bear:
COLORADO
D I V I S I ON OF
RECLAMATION
MINING
SAFETY
Bill Ritter, Jr.
Governor
Harris D. Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review for
Minor Revision No. 108 (MR-108), submitted by Bowie Resources LLC (BRL) for the Bowie No. 2 Mine.
The Division has the following adequacy review questions:
1. Attached is the Division's reclamation cost estimate for MR-108. The estimate consists of two
tasks (a summary sheet and task 351) and represents an increase in liability of $7,249.00. This
estimate is $169.00 more than the estimate of $7,080.00 submitted by BRL. The reason for this
difference is that the Division recently updated the costs.
Please inform the Division whether or not BRL approves of the reclamation cost estimate.
2. Please inform the Division as to whether or not MSHA approval is required for nitrogen pumping into
the mine and, if so, please provide documentation of MSHA's approval.
3. Please update Section 2.05.3 of the permit application to include a description of the planned use of
the nitrogen in the mine.
4. Because the USDA-Forest Service was concerned about exhaust fan noise levels at the Hubbard Creek
vent shaft site in their review of TR-62, please provide information on the projected noise levels from
the two air compressors and the nitrogen generation unit.
If you have any questions, please call me.
Sincerely
sep J. ash
nvironmental Protection Specialist
Attachments
cc: Jim Stover P.E.
