(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1974-004 <br />INSPECTION DATE: 18 dune 2009 INSPECTOR'S INITIALS: DR9 <br />OBSERVATIONS <br />This was a routine inspection conducted by David Bird of DRMS. The site is located in Jefferson County near the <br />intersection of 1-70 and Hwy 40. A variety of construction materials are produced from this site, 18 different <br />products in all, including boulders, sand and gravel, aggregate and asphalt. Lafarge North America is both owner <br />and operator of the property. The total permit area is 325 acres, affected/disturbed area is listed as 325 acres, but <br />actual disturbed ground requiring reclamation will be 272.2 acres. The Division holds a bond in the amount of <br />$1,453,291 for the operation. The post-mining land use for this site is specified as residential. Sean Frisch and <br />Keith Buescher were present representing the Operator. <br />This site is complex, with dozens of crushers and conveyors processing the 18 different types of products, a fleet <br />of eight haul trucks and assorted support equipment. Mr. Buescher stated that current production is only about <br />half of normal due to the economic downturn. Much of the plant was idle during the inspection. <br />The site is in good condition and no problems were observed. The company engages in concurrent reclamation <br />of mine benches. Each bench is completely backfilled with stockpiled overburden immediately upon completion <br />of mining at each level, regraded to an average slope of 1:1, and then revegetated soon thereafter while the <br />regraded bench is easily accessible. The mining-from-behind method offers multiple advantages, including <br />reclamation concurrent with mining, minimal haulage of overburden/backfill material, and a mine plan that <br />minimizes visibility of mining activity from off site. <br />Storm water controls are well designed and appear to be quite effective. Noxious weeds do not appear to be a <br />problem at the site thanks to four visits annually from the company's weed control team. The mine is still <br />excavating above the water table, so ground water issues are not yet a concern.
