MANAGEMENT <br />AUG 0 5 2009 <br />DIVISIV, ur Keclamation, <br />Mining and Safety <br />On behalf of Honeywood Coal Company enclosed is an application for a technical revision to <br />incorporate a soil loss demonstration into the permit. <br />A vegetation study was performed during July 2009 by Cedar Creek Associates. The <br />vegetation study demonstrated that the revegetation at the Hamilton Mine passed all applicable <br />comparisons in accordance with Rule 4.05.2(2). <br />The revegetated area was compared to a baseline area located west of the haul road. The <br />reclaimed area achieved a total vegetation cover nearly twice that of the baseline area. Using <br />the Universal Soil Loss Equation (USLE), it is demonstrated that the revegetated area will <br />contribute fewer suspended solids in runoff than the untreated drainage from the baseline area. <br />Please see attached pages 2.05-8 through 2.05-8vii. <br />It is the intent of the operator that upon DBMS approval of the soil loss demonstration, the <br />operator will then apply for a Phase II bond release. <br />Enclosed is the application for a technical revision, and a public notice. <br />Please call if you have any questions. <br />Sincerely, <br />? ?A?rnmtie?' <br />Tamme Bishop, P.E. <br />Design Engineer <br />Cc: Denver office (1 copy)
