the pipeline has been completed. This will allow for visual assessment of the pipeline, and access to the pipeline to <br />provide temporary support or leveling in the event some action is required during undermining. In addition, this will <br />allow rapid access for control and repair of a pipeline rupture, in the unlikely event that a pipeline failure should occur. <br />It is anticipated that in the event insulation around [he pipe is needed to maintain pumping due to weather conditions <br />while the trench is open, either straw or sawdust may be packed around the pipe. Upon completion of undermining, <br />this material would then be incorporated into the solid during burial of the pipeline and would act as a Fertilizer. A <br />side benefit of using these materials for insulation would be their absorbent capacities in the unlikely event of a <br />pipeline failure during the undermining process. In [he event of a pipeline failure, any oil that is collected on the <br />surface will be cleaned up and disposed of in a workmanlike manner and in accordance with all applicable regulations. <br />Likewise, any soil that becomes contaminated will be disposed of in the proper fashion. <br />Following completion of undermining, and prior to final burial of the pipeline, an inspection and any necessary repairs <br />to the pipeline segment will be conducted. In the event repairs are required, an Amoco contractor will perform the <br />work under Amoco guidance, and EC will reimburse Amoco for the cost of the repairs. <br />Amoco's reclamation of the site will involve regrading, topsoiling, and revegetation. Given that Amoco is creating <br />the disturbance associated with the pipeline work, and is also doing the reclamation work, EC is not obligated to any <br />long-term reclamation liability associated with the pipeline corridor. <br />County Road 107 <br />County Road 107, which covers the property from the southwest to the northeast, is an unimproved gravel road <br />maintained by EC. This road has been abandoned by the County to the northeast of [he mine complex and has been <br />vacated to EC. Subsidence is planned under portions of the existing road right-of-way. EC proposes to maintain the <br />road as necessary for its own use. <br />State Highway 13 <br />The planned five-(5) year mining sequence places State Highway 13 outside the area of possible surface subsidence <br />effects. However, EC plans to monitor State Highway 13 in areas where mining is planned adjacent [o the road. In <br />[he unlikely and highly improbable even[ [hat subsidence impacts State Highway 13, the road will be barricaded, if <br />necessary, after notifying the appropriate agencies. Once the safety of the public has been assured by the notification <br />of the agencies of the potential hazardous condition, then repair of the road will begin. All repair work will be carried <br />out under the direction of the State Highway Department. <br />Union Pacific (formerly Denver and Rio Grande Railroad Spur) <br />The planned five-(5) year mining sequence places the railroad spur {UP) outside the area of possible subsidence <br />effects. However, life-of-mine mining will undermine the railroad spur. In this area, EC will develop a monitoring <br />program and submit it to the CMLRD for their review and approval. If the monitoring program indicates that <br />subsidence is impacting the railroad spur, EC will immediately notify the UP Railroad and the appropriate agencies. <br />EC will begin repair of the railroad. All work will be carried out under the direction of the UP Railroad. <br />Irrieation Ditches <br />The planned five-(5) year mining sequence places the irrigation ditches outside of the area of possible subsidence <br />effects. However, life-of- mine mining will locally undermine the imgation ditches. In these areas, EC will <br />develop a monitoring program and submit it to the CMLRD for their review and approval, in writing. If the <br />monitoring program indicates that subsidence is impacting the irrigation ditches, EC will repair or replace the <br />damaged ditches at their option. <br />Permit Revision 04-34 2.05-65 Revised 7/2/04 <br />
