a self-sustaining population which stabilizes the ground surface thereby controlling erosion (see
Figure 4).
Because of this site's industrial PMLU, the requirements of Rule 4.15.10 apply. Rule 4.15.10(2)
requires the ground cover of living plants to be sufficient to control erosion. I believe this 2.1
acre parcel meets that standard.
Although not included in this BR application, we inspected the Unit Train Load out area. Five
jurisdictional wetlands have been identified in and around the disturbed area. Mr. Stover
indicated that the plan was to avoid the wetlands and reconfigure the post-mining topography of
the area to achieve approximate original contour. Culverts running underneath the rail line would
be capped and buried rather than disturbing the rail. A recent storm exceeded the design event
and many culverts were filled with sediment requiring maintenance. Ms. Hammond was well
aware of the problem. She informed Mr. Boulay when the storm occurred and arranged to have
the culverts cleaned.
We drove west to Pond 11. A small amount of backfill material has been placed in the dry pond.
There is not enough backfill material to backfill this low pond area, however, it will be regraded
and drainage channels will be reconfigured before bond release in that area.
Photographs taken:
t
S
g I
Figure 1: Reclamation, tamarix, river Figure 2: Train tracks, road, and sprayed veg
IMT
f '
Figure 3: Sparse veg/UP storage area Figure 4:Successful revegetation
