Edna Bond Release Inspection SL-10 & SL-11) <br /> Colorado Division of Reclamation, Mining and Safety (DRMS) Permit ID # C-1980-001 <br /> Monday, July 201h, 2009 10:00—4:30 <br /> Participants: <br /> Jason Musick, DRMS <br /> Janet Binns, DRMS <br /> Christine Belka, OSMRE (Badge #182) <br /> Lori Jazwick,NRCS <br /> Sarah Hagenbuch,NRCS <br /> Steve Leech, Chevron Mining Inc <br /> Troy Summers, WCC Engineering <br /> Tom Maneotis and Leslie Maneotis, Landowner <br /> Robert Dick and Kathryn Crawford, Landowner <br /> Scott Hayden, Landowner <br /> Weather conditions: warm (80's), partly cloudy, intermittent rain <br /> The purpose of this inspection was to assess reclamation at the Edna mine pertaining to two <br /> recent bond release applications (SL-10 and SL-11). <br /> We began on the old tipple road (road and building remaining as permanent per landowner <br /> request). Three old ponds have been reclaimed, leaving one permanent sediment basin between <br /> the road and the railroad tracks. Vegetation had established in the sediment basin. No water was <br /> in the basin at the time of inspection. A few old pipes and metal pieces were noted in the basin <br /> and must be removed before bond release (see Figures 1 & 2). <br /> Lori (MRCS) expressed concerns with certain weed species present in the area. She was <br /> particularly concerned with curly cup and bind weed. While these are invasive species, the <br /> DRMS does not have authority to require Chevron mining to eradicate or control them because <br /> they are not classified as List A or B noxious weeds. Lori also expressed her disbelief that rubber <br /> rabbit brush provides any benefit to wildlife. Mr. Musick explained that it does provide cover <br /> and browse, and is in Edna's approved revegetation plan (Appendix 4.4-A-29, approved <br /> 7/11/1995). <br /> We proceeded to the Moffat area. Splitting into two groups, we collectively walked the Moffat <br /> Final Pit Segment Ditches 2, 3, and 4 and Moffat Down Drains 42 and 4. Rock-lined drainage <br /> channels are stable and appear to be functioning as designed (no water was present, no erosional <br /> features were noted, see Figure 4). Houndstongue (List B noxious weed) was dispersed <br /> throughout the area. Sheep were grazing by Channel 1 (see Figure 5). Ms. Binns collected a <br /> sample of perennial pepperweed. This is also a List B noxious weed which must be controlled. <br /> Mr. Musick had noted an erosional feature by Moffat Pond during a previous inspection. This <br /> head cutting channel has since been regraded and rip rapped. The permanent pond was full and <br /> wildlife was present (ducks, birds, etc.) at the time of inspection. <br />
