Cattany <br /> Division Director <br />RE: Trapper Mining, Inc., Permit C-81-010 Natural Resource Trustee <br />Second Quarter 2009 Discharge Monitoring Reports Review <br />Dear Mr. Roberts, <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the <br />above referenced report to be in compliance with Rule 4.05.13(2). The Second Quarter Discharge <br />Monitoring Reports were received by the Division on 29 July 2009. The reports cover the time period <br />from 01 April 2009 through 31 June 2009. <br />Five NPDES outfalls discharged during the Second Quarter of 2009. Outfalls 001, 002, 011 and 020 <br />discharged routinely throughout the quarter. Outfall 021 discharged during the beginning of April due <br />to precipitation events response to snowmelt. Outfalls 011, 020 and 021 were sampled for WET <br />analyses during the quarter. No exceedances of WET test limitations were observed. <br />It is noted that primary effluent limitations were exceeded at three outfalls during the quarter. The <br />exceedences for outfalls 020 and 021 were in direct response to snowment and or precipitation events <br />resulting from snowfall. The alternate limitations for Settleable Solids were met at all outfalls. <br />A single exceedence of primary effluent limitations for pH occurred at outfall 001 during the quarter. <br />A reading of 9.2 was recorded on June 9th. It is noted that the maximum limitation for pH at this <br />outfall is 9.0. C02 treatment was initiated at the site and the condition was corrected. <br />It is noted that based on a Memorandum of Understanding between the Division of Reclamation, <br />Mining and Safety and the Water Quality Control Division (WQCD), the WQCD will be responsible <br />for enforcing CDPS permit conditions including effluent limitations. WQCD was made aware of the <br />effluent exceedance and any future enforcement actions will be forwarded to the Division. <br />If you have any questions feel free to contact me.
