Box I Natural Resource Trustee <br />Meeker, CO 81641 <br />Re: Permit Issuance <br />Permit Renewal No. 5 (RN-5) <br />Deserado Mine (Permit No. C-1981-018) <br />Dear Rio Blanco County Commissioners: <br />The Colorado Division of Reclamation, Mining and Safety renewed Mining Permit No. C-1981-018 for <br />the Deserado Mine on July 27, 2009, allowing coal mining and reclamation operations to continue under <br />the provisions of the Colorado Surface Coal Mining Reclamation Act of 1979. The permit was issued to <br />Blue Mountain Energy, Inc, 10714 South Jordon Gateway, Suite 300, South Jordon, UT 84095, (801) <br />619-6500, for their mining operation located in Rio Blanco County, approximately 7 miles Northeast of <br />Rangely, Colorado. <br />Copies of the permit are available at the Colorado Division of Reclamation, Mining and Safety, <br />1313 Sherman Street, Room 215, Denver, Colorado 80203, (303) 866-3567. <br />Sincerely, <br />Jason D.
