11. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br /> any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br /> Coal Ridge C-19�4-065 <br /> 16 July 2009 �— <br /> This was a complete inspection of the Coal Ridge Mine in New Castle, Colorado. The inspection was <br /> conducted on 16 July 2009 by Jim Stark of CDRMS. The mine has been reclaimed and has undergone a <br /> Phase II Bond Release. The weather was hot and sunny and the ground was dry. <br /> Mine Availability of Records: All of the necessary records were available at the Garfield County <br /> Courthouse in Glenwood Springs. The records were checked on the morning of 17 July 2009. See the <br /> records checklist at the end of this inspection for more details. <br /> Signs and Markers: The permit boundary markers were in place at the reclaimed facilities area. The <br /> remaining topsoil stockpile by the sediment pond had a sign on it. The mine ID sign was up and <br /> contained all of the necessary information. There was an old mine ID sign that was on the gate (which <br /> has been destroyed)below the larger sign. This sign appeared to contain some old/outdated information <br /> and should be removed from the site. <br /> Roads: The remaining road up to the portal bench was stable at the time of the inspection. The road has <br /> filled in with vegetation and is basically a two-track at this point. The"Y"portion of the road that <br /> continues up to the next bench and along the ridge, ultimately, is covered with vegetation as well. This <br /> portion of the road was also stable with no signs of erosional problems. <br /> Hydrologic Balance: - The remaining sediment pond was dry at the time of the inspection. The pond <br /> embankment was well vegetated and stable. No erosional problems were noted at the time of the <br /> inspection. <br /> - The ditches were all dry at the time of the inspection. The inslopes of the ditches were all well <br /> vegetated and stable at the time of the inspection. <br /> Backfilling and Grading: - The backfilled and regraded portal and facilities areas of the Coal Ridge <br /> Mine remain stable. There has been no cracking or settling noticed. No erosional problems were noted <br /> on the reclamation. <br /> Topsoil: One topsoil stockpile remains by the sediment pond for its final reclamation. The pile was well <br /> vegetated and stable. No erosional problems were noted on the pile at the time of the inspection. <br /> Revegetation/Reclamation Success: The entire Coal Ridge Mine has been seeded. The vegetation at <br /> the site is doing very well this year from the wet spring and early summer. There did not appear to be <br /> any bare spots in the reclamation and no problems with weeds were seen on the site. <br /> This concludes the 16 July 2009 inspection report for the Coal Ridge Mine. <br />
