III. COMMENTS - COMPLIANCE <br /> Sunlight C-1981-046 <br /> Pg 1/1 16 July 2009 (ZW <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken <br /> during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Sunlight Mine conducted by Jim Stark of <br /> CDRMS. The permit for the site has been revoked and the reclamation was <br /> completed by the Division. The weather was hot and sunny and the ground was dry <br /> at the time of the inspection. There were also a LOT of ticks at the lower portal area <br /> of the mine during the inspection, which cut that portion of the inspection short. <br /> Signs and Markers: The only sign that is on site is the Division's revoked <br /> mine/reclamation sign that was placed there many years ago. The sign remains in <br /> good condition (with not a single bullet hole). It is located along the county road just <br /> below the upper portal area. <br /> Backfilling and Grading: - The regraded upper portal area was stable and well <br /> vegetated at the time of the inspection. There did not appear to be any cracking or <br /> settling of the backfill. <br /> - The lower mine area where the refuse was placed also appeared to be well <br /> vegetated and stable at the time of the inspection. No settling or cracking was <br /> observed on this area. <br /> - The backfilled lower portal area appeared to be well vegetated and stable, with <br /> the exception of the collapse noted below in "Slides and Damage". <br /> Slides and Damage: - The wooden frame around the backfilled lower portal has <br /> collapsed (as noted in previous inspection reports). The collapse does not appear to <br /> have gotten any worse since the inspection last quarter (conducted in June 2009) <br /> but it may pose a risk as the portal runs under the county road. The Division has <br /> applied for funds to repair the area as there is no remaining bond money for the site. <br /> Reclamation Success: - Both the upper and lower portal areas are well vegetated. <br /> The old road that runs up to the upper portal (which has been reclaimed) is also well <br /> vegetated. The road to the lower portal area (which is also reclaimed) is also very <br /> well vegetated. The vegetation is very tall this year and still very green because of all <br /> of the moisture the area received this spring and early summer. <br /> This completes the 16 July 2009 inspection of the Sunlight Mine. <br />
