EXHIBIT E <br />RECLAMATION PLAN <br />1. General Reclamation Plan <br />The total disturbed area to be reclaimed under this permit is 30.48 acres. The post-miring <br />land uses will be: lake surface in the former pit, wetlands on the lake shore, and dry <br />rangeland in the areas above the lake. <br />Like the mining, the reclamation will occur in phases. Some reclamation activities will <br />occur concurrently with the mining of the next phase, in order to minimize the soil <br />transport distances and area of disturbance. The following is an outline of the sequence of <br />mining and reclamation activities (see drawings for locations of topsoil stockpile and <br />isolation berms): <br />1) Topsoil will be stripped from the Phase 1 area and placed in a topsoil-only <br />stockpile to the west of the pit, and immediately seeded. <br />2) Overburden will be removed from Phase 1 and used to construct isolation berms <br />around the pit (for the purpose of preventing water and sediment from leaving the <br />operation site), and immediately seeded. <br />3) Phase 1 will be mined. <br />4) Topsoil will be stripped from the Phase 2 area and placed in the existing topsoil- <br />only stockpile to the west of the pit, and immediately seeded. <br />5) Overburden will be removed from Phase 2 and used to replace the overburden <br />that was removed from Phase 1. <br />6) Simultaneously, the mining of Phase 2 will begin, and topsoil from the topsoil- <br />only stockpile will be spread in Phase 1, and immediately seeded. <br />7) Phase 2 will be mine(L <br />8) Topsoil will be stripped from the Phase 3 area and placed in the existing topsoil- <br />only stockpile to the west of the pit, and immediately seeded. <br />9) Overburden will be removed from Phase 3 and used to replace the overburden <br />that was removed from Phase 2. <br />10) Simultaneously, the mining of Phase 3 will begin, and the reclamation of Phase 2 <br />will be completed (using topsoil from the topsoil-only stockpile). <br />11) Phase 3 will be mined. <br />12) The isolation berms that were built using overburden removed from Phase 1 will <br />be broken down and used to replace overburden that was removed from Phase 3. <br />13) The last of the topsoil stockpile will be spread in Phase 3, and immediately <br />seeded. <br />14) All equipment will be removed from the site, and remaining disturbed areas will <br />be seeded (including the former locations of the isolation berms and topsoil <br />stockpile). <br />During reclamation of each phase, all mine slopes of 2:1 will be backfilled to 3:1 or less, <br />and remaining overburden will be evenly spread over the area that will serve as the lake <br />11
