include the haul road corridor on the spoil grading maps with its projected <br />year(s) of reclamation. <br />Rule 4.03.1(3) - Haul Roads-Design and Construction <br />4. Colowyo has committed to containing all surface runoff in the pit areas during <br />construction and has added information on Construction Note 13. Item Resolved. <br />5. In the TR-76 responses Colowyo states that approximately 36,000 cubic yards of <br />topsoil will be removed from the roadbed and the shoulders of the South Taylor Haul <br />Road. Additionally, Colowyo has indicated that topsoil from the South haul road <br />would be windrowed to the west of the road. Rule 4.03.1(3)(e)(xi) requires that <br />topsoil be removed and stored in accordance with Rule 4.06.3. The Division does not <br />recognize windrowing topsoil as a proper long-term removal and storage technique. <br />Several smaller, defined topsoil stockpiles along the haul road corridor would be <br />acceptable if they are properly seeded and protected from further disturbance. Please <br />provide the Division with a more detailed plan for the removal and storage of <br />topsoil from the South Taylor Haul Road. Please include the location of the <br />topsoil stockpile(s) on the appropriate map(s). <br />6. Note 5 on Map 25C has been amended as requested. Item Resolved. <br />Rule 4.03.1(4) - Haul Roads-Drainage <br />Ditch designs were provided in Exhibit 7, Item 14Q as requested. The designs were <br />reviewed and determined to be acceptable. The Division is assuming that the road <br />will have a slight crown at the approximate centerline, resulting in half of the road <br />surface shedding water into the ditch and half of the water over the fill slope. The <br />Division is concerned that this fill slope may become saturated over time, which <br />could result in embankment failure or slide damage below the road fill. Colowyo <br />should plan to periodically check the South Taylor Haul Road embankment to ensure <br />that there is not erosion or saturation of the fill occurring. Alternately, Colowyo <br />could cant the road surface entirely towards the ditch so that all runoff is directed to <br />the ditch. This would avoid the runoff saturating the road fill/embankment. Item <br />Resolved. <br />8. Colowyo has indicated that all of the South Taylor Haul Road drainage will be direct <br />to and contained in the active pit areas. This is acceptable and will ensure compliance <br />with the Rules. If the drainage flow is changed so that it leaves the pit areas, <br />Colowyo must submit a revision showing the changes to the road designs and <br />providing details how the new designs will comply with Rules 4.031.(4)(a)(iii), <br />4.03.1(4)(b) and 4.05.2(4). Item Resolved. <br />9. Colowyo will not be installing any culverts along the South Taylor Haul Road. Item <br />Resolved.
