The seepwater pipeline is an environmental protection facility as defined in rule 1.1(15) <br />of the Mineral Rules and Regulations of the Colorado Mined Land Reclamation Board. The Division of <br />Reclamation, Mining, and Safety (DRMS) has determined that specific inspections of this project under rule <br />7.4 are not required, and has further determined that the pipeline extension may be placed into service prior <br />to the DRMS acceptance of the construction certification required under rules 7.3 and 7.4. However, the <br />rules do require, and your letter states a commitment to provide as built drawings and the certification as <br />soon as possible after the project is complete. <br />If you have any questions, please contact me. <br />Sinc <br />Allen C.
