easements and all owners of record of lands that are within 200 feet of the <br />boundary of the affected land. <br />b. If the publication and notification process has not been completed, you will need <br />to do so; and the public must be given the required 20 days after the last day of <br />publication to submit comment or objections concerning the application. <br />Exhibit D - Mining Plan: <br />2.) In your letter dated July 14, 2009 in the Mining Plan section, it states that the primary <br />material to be mined is caliche of varying depths. Please estimate the maximum depth <br />the material will be mined. <br />3.) Your plan indicates that the topsoil will be stored along the southern boundary of the <br />permit area in a berm. The side slopes of this berm will need to be constructed at a 3:1 <br />horizontal to vertical ratio, please commit to doing so. Also as you indicated, the <br />stockpile will need to be vegetated to protect the pile from wind and water erosion. <br />Will the same grass seed mixture be planted on the stockpile that will be used for final <br />reclamation? If not, please provide the seed mixture that will be used. <br />4.) As mining advances to the east, you state that the ground will be sloped to a 3:1 ratio or <br />flatter where necessary. Please explain this further, will you backfill the pit as you <br />progress, or will you mine 3:1 slopes along the southern boundary of the pit excavation? <br />5.) Also, as you mine to the east on the southern ridge, will the advancing highwall be a <br />vertical cut? If not, what will the angle of the cut be? <br />Exhibit F - Reclamation Plan Mao: <br />6.) The map that was submitted in your July 14t", 2009 letter entitled "Addendum to <br />Reclamation Map; Topography- Contour lines" displays the same topography as what <br />was submitted on the "Addendum to Pre-Mining and Mining Map; Topography- <br />Contour Lines". Through the mining process you will essentially be creating new <br />topography, and the Reclamation Plan Map needs to display an estimate of what the <br />topography will be after the site has been mined and reclaimed. <br />a. For example, your plan indicates that you will mine the southern ridge in an <br />eastern direction leaving a 3:1 slope as you reclaim. That 3:1 slope will have a <br />northern aspect and should continue east as far as you plan to mine. Please <br />submit a new Reclamation plan map that reflects something to this effect.
