APPENDIX A <br />DRMS Form 2 - Non Confidential <br />COTTER CORPORATION <br />Western Slope Operations <br />CM-25 2009 Exploration Project <br />Proposed Action <br />Introduction <br />Cotter Corporation proposes to conduct exploratory drilling on the Department of Energy's <br />Lease Block CM-25, located about 1.5 miles southwest of the historic townsite of Uravan, <br />Montrose County, Colorado. The proposed action consists of boring one air rotary hole and is <br />intended to obtain fill information gaps about historic drill-indicated mineralization and mineral <br />trends. The proposed drill hole (CM25-2009-01) is located in the SW1/4 NE1/4 Sec. 5, T. 47N, <br />R17W, New Mexico Prime Meridian. Approximate GPS coordinates (Lat/Long WGS84) are <br />38.358081, -108.768096. The proposed drill site is located on an existing, bladed road. <br />Construction of new access roads will not occur. <br />Starting Date and Duration <br />Drilling is proposed to_ start early in the 3`d quarter of 2009.. The actual date will depend on <br />permitting and drill rig availability constraints. Drill program duration should be less than one <br />day. <br />Pre-Drilling Surveys <br />Given the size of the program, that the proposed drill pad will be on an existing road, and the <br />presence of numerous historic drill holes in the immediate area, no pre-drilling surveys, such as <br />archeological, wildlife, or endangered species, are planned. Should a regulatory agency <br />determine that a pre-drilling survey is needed, then Cotter will coordinate with that agency to <br />make sure that an effective survey occur. <br />Drilling Information <br />One hole is proposed for the lease tract. Estimated depth will be about 225 feet. The hole will <br />start in sediments belonging to the Brushy Basin Member of the Jurassic Morrison Formation <br />and terminate below the principal ore-bearing horizons of sandstones assigned to the Salt Wash <br />Member of the Morrison Formation.
