In accordance with procedures outlined in 30 CFR 906.30, Appendix B, the <br />Forest Service reviewed the Revision for post-mining land use consistency with land use plan (GMUG <br />_ Forest Plan), and the adequacy of measures to protect non-mineral surface resources, as pro op sed by_ <br />Bowie in their application. <br />According to Bowie's Mine Permit, the post-mining land use is rangeland and wildlife habitat. This is <br />consistent with the Forest Plan; however the Plan specifically prescribes managing this area for <br />management indicator species. <br />Regarding the adequacy of measures to protect Federal resources not covered by the coal lease, the <br />USFS is satisfied with the measures included by Bowie in TR-62, except for that regarding noise <br />abatement. In regard to noise, we ask the CDRMS hold Bowie to the standards outlined in Title 25, <br />Article 12, Section 103, of the Revised Colorado Statues for "Light Industrial zones" (70 db(A)/65 db(A) at <br />25 feet). <br />With respect to color of the facilities on the site, the USFS will schedule an onsite with Bowie to determine <br />which Standard Environmental Color is appropriate for the location. <br />Also, the FS requests that the future project related documents (e.g. decision and public notices) DRMS <br />acknowledge that protections for non-mineral resources brought forward by the GMUG as the land <br />management agency are included in the DRMS decision / documentation. <br />Sincerely, <br />LEVI K.
