In accordance with procedures outlined in 30 CFR 906.30, Appendix B, the Forest Service reviewed the Revision for post-mining land use consistency with land use plan (GMUG _ Forest Plan), and the adequacy of measures to protect non-mineral surface resources, as pro op sed by_ Bowie in their application. According to Bowie's Mine Permit, the post-mining land use is rangeland and wildlife habitat. This is consistent with the Forest Plan; however the Plan specifically prescribes managing this area for management indicator species. Regarding the adequacy of measures to protect Federal resources not covered by the coal lease, the USFS is satisfied with the measures included by Bowie in TR-62, except for that regarding noise abatement. In regard to noise, we ask the CDRMS hold Bowie to the standards outlined in Title 25, Article 12, Section 103, of the Revised Colorado Statues for "Light Industrial zones" (70 db(A)/65 db(A) at 25 feet). With respect to color of the facilities on the site, the USFS will schedule an onsite with Bowie to determine which Standard Environmental Color is appropriate for the location. Also, the FS requests that the future project related documents (e.g. decision and public notices) DRMS acknowledge that protections for non-mineral resources brought forward by the GMUG as the land management agency are included in the DRMS decision / documentation.
