Harrlmorld:
The Di?isian of Reclamation, M?n1ng and Safety ?1?1?is?an} has completed our re?riew of TR-59
regarding the request to amend the sediment pond reclamation plan at the unit train loadout in
artier to avoid recently identr?ied ?urisdretlonal wetlands. ?t xs our understanding that the existing
plan would result in the placement ofbackfrll material xn the recently identified wetland areas.
The large wetland adjacent to sediment pond 2 restricts reclamation of sediment pond 2 to the
west. The proposed modifications to the reclamation plan eliminate an?r fill being placed in the
wetland areas. ? lesser amount of fill, nearly level with light use road number 4, will be placed
at bath panels #1 and ? and the fll will be sloped at a low grade away from the einbank?r?ents to
a drainage Swale, proposes to leave the 3?" C1VIP drainage pipes in. puce because they are
approximately 1 ?? feet long and they extend beneath the railroad embankment and tracks, The
proposed plain will retain a significant number of mature trees, which will be beneficial in
prov?d?r?g visual screening for the future lndustrxal use of the site.
The proposed plan is generally acceptable, but the Di?riior? will require additional information
and documentation provided in the permit application as described below. The Division has the
following comments regarding the request for changing the reclamation plan at the unit train
loadout.
] . Please describe in the permit application the process for permitting the recently identified
jurisdictional wetland areas and specifrcall?r address how Condition 1 ? of the Mesa
County Conditional ?Jse Permit for the alliburton -Cameo Sand Storage Facility is
being met. Condition 1 requires that all necessary clearances and permits be obtained
Office of Office of
Mined Land Reclamation Denver i brand Junction • Durango Active anal inactive Mines
