Stark, Jim
From: Kaldenbach, Tom
Sent: 25 March, 2008 13:58
To: Stark, Jim
Cc: Brown, Sandy; Hernandez, Daniel
Subject: FW: North Thompson Creek Mines (CDRMS Perm itC-81-025/CDPSPerm it CO-0029599)
Jim,
As shown below in my email correspondence with CWQCD, the North Thompson Creek final bond
release (SL-06) is on hold until CWQCD determines if the mine operator needs to reapply for a
discharge permit for the site's perpetual mine water discharge.
Tom
-----Original Message-----
From: Kaldenbach, Tom
Sent: Monday, March 24, 2008 3:14 PM
To: 'Andrew Neuhart'
Subject: RE: North Thompson Creek Mines (CDRMS PermitC-81-025/CDPSPermit CO-0029599)
Andrew,
1) No there is not plan to reclaim the ponds or remove any piping. All required reclamation
on the site is complete.
2) My office has been waiting for snow to melt from the site so that we can do a final
inspection, before we can approve the bond release. This would happen in mid-April at the
soonest, but we will postpone the bond release, as-needed, for resolution of the discharge
issue (see comment below).
3) My observation has been that the mine water probably always meets the iron standard after
it passes through the ponds. Your observations are correct that Mine 3 is on the opposite
side of the road from Mine 1, and there is no long-term guarantee that treatment will
continue because, after final bond release, there would be no requirement to maintain the
treatment piping and ponds.
We will wait for word from your office on the resolution of the mine water discharge issue,
before we proceed further with the bond release.
Please copy us if a letter is sent to the permittee regarding reapplying for a discharge
permit.
Thanks for looking into this.
Tom
-----Original Message-----
From: Andrew Neuhart [mailto:andrew.neuhart@state.co.us]
Sent: Friday, March 21, 2008 10:29 AM
To: Kaldenbach, Tom
Cc: Gary Beers
1
