Peabody <br />Twentymile Coal Company 29515 Routt County Road #27 <br />Oak Creek, CO 80467 <br />970.879.3800 <br />With completion of Washplant II, the temporary propane tank installations used to feed the large plant <br />heaters during the winter will be replaced with a permanent tank installation on the south side of and <br />within the existing Washplant facilities area. The tank installation will consist of a large 12,000 gallon <br />tank on concrete support saddles and a smaller skid-mounted 3,000 gallon tank. Temporary concrete <br />barriers (Jersey barriers) and earthen berms will be placed to delineate the tank area and provide <br />protection from equipment traffic. Fill and distribution piping will be mounted on pre-fabricated steel or <br />concrete supports, and piping to the Washplant will be buried below grade. <br />The temporary contractor maintenance/storage shed and temporary skid-mounted material storage units <br />will be pre-fabricated units. The 20 x 30 foot contractor shed will set on several 4 x 8 foot, 8-inch thick, <br />modular concrete slabs, which can be readily relocated. Up to 12 - 10 x 20 foot skid-mounted material <br />storage units may be used at any given time. These temporary maintenance and storage facilities will be <br />placed in existing facilities areas and will involve no new surface disturbance. <br />Where Ditch D-4 crosses the south edge of the Raw Coal Stockpile area, a 22-inch polyethylene pipe <br />carried ditch flows through an area where normal dozer operations could result in coal spillage that would <br />clog a ditch. With constant equipment operations in all weather conditions in this area, the polyethylene <br />pipe is prone to plugging. With construction of Washplant II, the Raw Coal Stockpile now rarely, if ever, <br />extends to the southern stockpile limit. Given these considerations, TCC proposes to remove the <br />polyethylene pipe and reestablish the segment of Ditch D-4 that flows through this area, however, <br />recognizing that operational conditions may change in the future, TCC wishes to reserve the option of <br />placing a minimum 24-inch diameter culvert across all or a portion of this area to safely carry ditch flows <br />and facilitate surface operations. <br />This submittal includes revised PAP text and supporting materials, as identified by the attached Summary <br />of Revisions/Additions, and a project bond estimate covering new project components. TCC would like <br />to proceed with this project as soon as possible, therefore we appreciate your consideration and <br />cooperation in facilitating timely review and approval.
