(Page 2) <br />MINE ID # OR PROSPECTING ID #M-1992-066 <br />INSPECTION DATE 6 24/09 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS PSH <br />The Hogue/River Pit, File No. M-1992-066, was inspected by Peter Hays with the Division of Reclamation, <br />Mining and Safety (Division) as part of the Division's monitoring inspection program. Mr. Fred Duckels with <br />Duckels Construction, Inc. dba Yampa Aggregates was present during the inspection. <br />An 112c Mining and Reclamation Permit was issued to Duckels Construction, Inc. on April 12, 1993 for a total <br />permit area of 51 acres. An amendment to the permit (AM-01) was approved by the Division on March 19, <br />2004 to increase the affected acreage from 38 to 51 acres. The site was previously inspected by the Division <br />on September 23, 2002. <br />The Hogue/River Pit is located 6 miles west of Steamboat Springs in Routt County, Colorado. The site lies <br />north of the Yampa River. The operator is required to maintain a 100' buffer distance from the pit to the <br />Yampa River. <br />Mining was actively taking place during the inspection in the northwest corner of the site in Phase 5. The <br />active highwall was 30 feet high at a 1:1 slope. The processing facility was located on the bottom of the pit <br />floor south of the highwall. The Hogue/River Pit is a dry mining operation that pumps groundwater into a <br />series of channels and ponds within the permit area before it is released back to the Yampa River. In addition, <br />the collected water is used as wash water to facilitate the mining operation. A well permit issued by the Office <br />of the State Engineer was submitted by the operator. <br />The approved post mining land use for the site is Wildlife Habitat. Phases 3 and 4 have been re-graded and <br />reseeded since the last inspection. The vegetation in Phase 3 was establishing well and no erosion was noted. <br />The revegetation in Phase 4 has not been as successful. Mr. Duckels stated the area will be reseeded in the <br />future. Topsoil and overburden stockpiles are located along the north boundary adjacent to Highway 40. The <br />stockpiles are well vegetatated and no erosion was noted during the inspection. No noxious weeds were <br />observed during the inspection. <br />The Division currently holds a financial warranty of $51,000, which is adequate to complete the reclamation <br />of the site based on the observations from this inspection. <br />An entrance sign was posted and permit boundary markers were observed as required by Rule 3.1.12.
