Ms. Heather McLaughlin with Routt County was present
during the inspection.
An 110c Mining and Reclamation Permit was issued to Routt County on November 22, 1978 for a total permit
area of 5 acres. The site is owned by Cottonwood Land Company and lease to Routt County. The site was last
inspected on June 6, 2006.
The site is located 10 miles south of Hayden in Routt County, Colorado on County Road 53. According to the
2009 annual report, Routt County is attempting to gain ownership of the property. If ownership is
accomplished, they will submit an amendment to increase the permitted acreage. Minimal crushing activity is
projected for the year.
The site is composed of a 1h:1v benched highwall and the pit floor. The height of the highwall is 20 to 25
feet. The highwall consists of red rocks and silt material with little to no vegetation. The site has been mined
since the last inspection. According to Ms. McLaughlin, the site was mined by Cottonwood Land Company
without Routt County's knowledge or approval. Routt County is committed to repairing the damage done by
Cottonwood and return the highwall to a 2:1 slope. No highwalls will remain at the site. The lower north
bench will be mined to the level of County Road 53. Routt County intends to expand the pit to the south by
submitting an amendment application to the Division.
The approved post mining land use is wildlife habitat. Reclamation activities have not begun at the site. The
permit file indicates no topsoil is available at the site for salvage and replacement. Stockpiles of growth
medium were observed on the north and south sides of the pit floor. Ms. McLaughlin stated the stockpiles
would be salvaged for future reclamation work.
An entrance sign was posted and permit boundary markers were observed as required by Rule 3.1.12. No
problems were noted during the inspection.
