Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />Director <br />RECIFIVFn <br />VJ'UN 18 2UUU <br />Division o. o.?ciat'f?8u6+., <br />Mining and Safety <br />This letter is in response to the application submitted in January, 2009 requesting a <br />substitute water supply plan (SWSP) for a sand and gravel pit to be operated by GP Ranches, <br />LLC ("Applicant") in accordance with Section §37-90-137(11), C.R.S. The applicant shall be <br />responsible for compliance with this plan, but the State Engineer's Office may also pursue the <br />landowner for eventual compliance. The required fee of $1,593 for the substitute water supply <br />plan has been paid. <br />Plan of Operation <br />This plan describes the proposed water consumption for the period of May, 2009 through <br />April, 2010. Dry mining will occur with the use of dewatering trenches and a discharge settling <br />pond. Once sediment has settled, the dewatering water will be returned to the Arkansas River. <br />Up to 0.61 acres of groundwater may be exposed within the permit area. Approval is granted <br />through April 30, 2011. <br />Depletion <br />You have provided a monthly breakdown of the annual depletions at this site in your <br />attached Table 2. The table shows that during the period of May 2009 through April 2010 the <br />total stream depletions are estimated to be 30.8 acre-feet corresponding to a water surface of <br />0.61 acre and mining of 750,000 tons of aggregate. These depletions have been lagged to the <br />Arkansas River. The estimated depletions are based upon groundwater evaporation, water in <br />mined product, and dust control. No groundwater will be used for equipment washing, concrete <br />production, reclamation, or any other purpose. A stream depletion factor of 88 days was <br />estimated from the U.S. Geological Survey publication entitled "Stream Depletion Factors, <br />Arkansas River Valley, Southeastern Colorado, Open-File Report No.. 72-192". Tonal monthly <br />depletions for each use will be limited to the totals provided in your Table 2. No ground water <br />was exposed within the permit boundary prior to January 1, 1981. No phreatophyte credit has <br />been applied to this plan.
