NOTICE OF PROPOSED DECISION <br />The Colorado Division of Reclamation, Mining and Safety proposes to Approve Technical Revision <br />Application No. 73 (TR-73) for the Colowyo Coal Mine (Permit 1?o. C-1981-019), submitted by <br />Colowyo Coal Company L.P. The Colowyo Coal Company has submitted a Technical Revision for the <br />Colowyo Mine to update and modify the curve numbers used in the SEDCAD hydrologic modeling for <br />sediment ponds, ditches and other hydrologic structures. Currently, Colowyo has one approved curve <br />number for each different type of surface at the mine site. This revision will change that single curve <br />number to a more appropriate range of curve numbers, from which an appropriate curve number can be <br />chosen. This revision will not change the design or modeling of any hydrologic structures already built. <br />This revision is administrative in nature so there is no proposed change to the mine's disturbance <br />boundary or permit boundary. There will not be any increase in the mine's reclamation liability as a result <br />of this revision. <br />The Colowyo Coal Mine is a/an Surface coal mine located in Moffat County, approximately 28 miles <br />south of Craig, Colorado. Coal interest is Federal, and the surface affected is Federal, state and private <br />land. The permit area encompasses approximately 12,250.95 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33401, et seq., C.R.S., <br />and the regulations promulgated thereunder. <br />Copies of the proposed decision, including stipulations, are on file for public inspection at the Colorado <br />Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1:313 Sherman Street, <br />Denver, Colorado 80203. Persons with an interest that may be adversely affected by the proposed <br />decision may request a formal hearing before the Mined Land Reclamation Board on the proposed <br />decision. Such request must be made within ten (10) days of the initial publication of this notice, must be <br />in writing, and must state with reasonable specificity the reasons for the request and the objections to the <br />proposed decision.
