III. COMMENTS - COMPLIANCE <br /> Sunlight C-1981-046 <br /> Pg 1/1 16 June 2009 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken <br /> during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Sunlight Mine conducted by Jim Stark of <br /> CDRMS. The permit for the site has been revoked and the reclamation was <br /> completed by the Division. The weather was warm and overcast and it was raining <br /> off and on during the inspection. <br /> Signs and Markers: The Division's revoked mine ID site sign was in place and in good <br /> condition at the time of the inspection. This sign is located just below the portal on <br /> the north side of the road (the upper portal). <br /> Backfilling and Grading: - The regraded portal area on the north side of the road (the <br /> upper portal) was wet and a bit muddy from the rain but was stable and appeared <br /> to be in good condition. There was no settling or cracking and there was good <br /> vegetation on the slope. There were no erosional problems noted on the portal area <br /> from the spring runoff and all of the recent rain in the area. <br /> Slides and Damage: - The portal area on the south side of the road (and below the <br /> road) was well vegetated and overall stable. The one problem is that the wooden <br /> frame around the backfilled portal has collapsed (as noted in previous inspection <br /> reports). The collapse does not appear to have gotten any worse in the past year <br /> but it may pose a risk as the portal runs under the county road. The Division has <br /> applied for funds to repair the area as there is no remaining bond money for the site. <br /> Reclamation Success; - Both the upper and lower portal areas are well vegetated. <br /> The slopes appear to be almost 1 :1 but they are doing well. The old road that runs up <br /> to the upper portal (which has been reclaimed) is also well vegetated. The road to <br /> the lower portal area (which is also reclaimed) is also very well vegetated. The <br /> vegetation is still very green because of all of the rain the area has had recently. <br /> This completes the 16 June 2009 inspection of the Sunlight Mine. <br />
