The expansion is needed to provide adequate disposal capacity for coal <br />refuse materials from both ongoing mining operations and continuing operation of TCC's coal processing <br />operations. <br />The proposed RDA Expansion will provide approximately 20.0 million cubic yards of additional refuse <br />placement capacity, in a previously mined and reclaimed area immediately adjacent to and to the east of <br />the existing permitted Coal Refuse Disposal Area. The area selected for the RDA Expansion is a <br />topographic bowl. Refuse material placed in this area will be buttressed on the east and north by existing <br />reclaimed ridgelines, on the west by the existing Coal Refuse Pile, and on the south by the engineered <br />refuse fills. TCC contracted with Northwest Colorado Consultants (NWCC) to complete geotechnical <br />foundation investigations (under MR07-226), and required design work and stability evaluations for the <br />proposed RDA Expansion. This work is reflected in, and incorporated as part of this revision submittal. <br />The RDA Expansion will involve construction of required drainage control structures, construction of <br />required access, soil and suitable cover material removal and stockpiling from the RDA footprint, <br />required foundation preparation, and controlled placement and compaction of the refuse materials. Both <br />construction and reclamation will occur as phased activities, limiting the area disturbed at any point in <br />time during RDA construction. Similar to the existing RDA, refuse material will be hauled to the RDA <br />year-round, but placement and compaction will only occur during non-winter months. As fill <br />construction proceeds from north to south, completed RDA bench levels will be reclaimed through cover <br />and soil material placement and revegetation. <br />This submittal includes detailed design, operations, and reclamation inforination, provided as both revised <br />PAP text and exhibits; and revised maps, reflecting the location and configuration of the RDA and all <br />associated components.
