Bear No. 3 Mine. In each of these three seals, a discharge pipe was installed to release any water <br />that could jeopardize the integrity of these seals. <br />The proposed operation is in compliance with the requirements of this section. <br />VI. Use of Explosives <br />Information describing explosive storage and use of the Bear No. 3 Mine is presented in Section <br />4.08 of the Bear No. 3 Mine permit revision application. <br />No surface blasting took place at the Bear No. 3 Mine. Underground blasting occurred as <br />required by mining. No explosives were stored at the mine site. Explosives used at the mine <br />were brought on site as required. <br />VII. Disposal of Excess Spoil <br />Disposal of excess spoil did not occur at the Bear No. 3 Mine. <br />VIII. Coal Mine Waste Banks <br />There are no coal mine waste banks at the Bear No. 3 Mine. <br />IX. Coal Mine Waste <br />Information regarding coal processing and non-coal wastes at the Bear No. 3 Mine is located in <br />Sections 2.05.3 and 4.11, and Map 10 of the Bear No. 3 Mine permit application. <br />Little or no coal processing waste was generated at the Bear No. 3 Mine. Any coal mine waste <br />was disposed at approved coal mine waste storage piles at regional mines. Coal from the mine <br />was trucked off site without any chemical or physical treatment. <br />Non-coal wastes generated at the Bear No. 3 Mine were stored on site, and periodically <br />transported to the Delta County landfill for proper disposal. Non-coal waste was contained in <br />the non-coal waste storage area prior to removal to the landfill. No liquid wastes were placed in <br />the storage area and material in the area is stored in a manner which will prevent scattering of <br />airborne debris. <br />X. Backfilling and Grading <br />Backfilling and grading information for the Bear No. 3 Mine is located in Sections 2.05.3, 2.05.4 <br />and 4.14, Map 12 and Map 13, of the Bear No. 3 Mine permit application. Rocky Mountain <br />Geotechnical Company completed several stability analyses for Bear Coal Company. <br />On November 9, 1996, mining operations ceased at the Bear No. 3 Mine. The Bear No. 3 Mine <br />portals were sealed on January 9, 1997. Discharge pipes were installed in each of the three portal <br />seals to allow for mine drainage, if it should occur. The backfilling and grading of the portals <br />and the access road also occurred in 1997. <br />Bear Coal Company modified the existing unreclaimed Edwards mine portals and added <br />additional portals to access the Bear No. 3 Mine. Bear Coal Company submitted a geotechnical <br />investigation and stability analysis of the portal access road and portal facilities, prepared by <br />Rocky Mountain Geotechnical, Inc.
